ISLAMABAD: Chairman of the Senate Standing Committee Interior, Rehman Rehman Malik, on Wednesday, wrote a letter to the senate secretariat requesting that the bill for public hanging of those found guilty of raping or murdering children be passed.
Malik stated that the Pakistan Penal Code (PPC) 364A should be amended to include the terms public hanging. “Zainab and Asma’s murderers should be hanged publicly and be made an example of,” said Malik.
Section 364A of the PPC currently reads as, “Whoever kidnaps or abducts any person under the [age of fourteen] in order that such person may be murdered or subjected to grievous hurt… or to the lust of any person shall be punished with death.”
The letter states, “In the Pakistan Penal Code, 1860 (XLV of 186), in section 364A, after the word ‘death’ the words ‘by hanging publicly’ shall be inserted.”
Saying that the senate committee has already decided internally that they approve of this bill, he requested that the bill be approved in the ongoing senate session.
Just a day before the expiry of the Supreme Court’s three-day deadline, the Punjab Police on Tuesday arrested the man, who allegedly abducted, raped and murdered an eight-year-old child in Kasur.
“The brute has been arrested. He is a serial killer,” Punjab Chief Minister Shehbaz Sharif announced in a press conference.
Zainab went missing on January 4 and her dead body was found amongst a pile of garbage on January 9. The brutal rape and murder had triggered angry protests in which two men were killed by police firing. Later, the SC had taken notice of the incident and gave the police 72 hours to find any suspects involved.
